Steam Achievement Manager (SAM), a Windows app developed by Rick Gibbed, allows you to select games from the Steam platform and unlock achievements. It's free and you can keep any achievements you have unlocked on your Steam gaming profile even if it's uninstalled.

You can find new games every day so make sure to check the app listing often. SAM can still be used to view your achievements in all your games.

It is safe to use. There is a lively debate within the Steam community about how effective it really is. It's not clear if game developers can detect if you've earned achievements via SAM. A second concern is what developers can do if they find out that you have artificially unlocked achievements in your games.

We are not aware of any cases where users have been exposed to malware or other cyber threats.
